RAPAPORT…The U.S. State Department requires that rough diamond importers and exporters file an annual report with the Office of the Special Advisor for Conflict Diamonds at the U.S. Department of State each year on April 1. Dealers who import rough diamonds must report the total carats of rough diamond they imported and exported, as well as any stockpiles that remained at the end of the calendar year.

Reports should be submitted via email to USKimberleyProcess@state.gov. The Jewelers Vigilance Committee (JVC) offers assistance to diamond dealers with this obligation via a sample form available here or by calling JVC at 212.997.2002. The information does not have to be reported in any particular format — it just has to be reported.
