RAPAPORT… John D. Negroponte, the United States’ deputy secretary of state, updated the list of participating countries under the Clean Diamond Trade Act of 2003. There was only one change to the list since Negroponte added Liberia on June 21, 2007. On August 13, the State Deparment removed Bulgaria from the list since it is part of the European Union (noted on the list as the European Community.)
SUMMARY: In accordance with Sections 3 and 6 of the Clean Diamond Trade Act of 2003 and (Section 2 of Executive Order 13312 of July 29, 2003,) the Department of State is identifying all the participants eligible for trade in rough diamonds under the Act.
