(Rapaport… August 31, 2003) August 31, 2003 marks another Kimberley Process Certification Scheme (KPCS) deadline. It marks the time when participants of the system need to end the trade in conflict diamonds and must halt all trade in rough diamonds with non-Participants. The most recent list of countries that met the minimum KPCS requirements was released on July 31, 2003. Participants were given until August 31, 2003 to amend their respective legislation in accordance with this list. Up until that date, they were permitted to continue trading with states and regional economic integration organizations that did no meet the minimum KP requirements to ensure that trade in rough diamonds was not unduly disrupted during the transitional phase.
