(Rapaport…April 14, 2003) The U.S. House of Representatives passed conflict diamond legislation for the second time in a week on April 11, 2003, this time sending the bill to President Bush for his expected signature. The House had approved an earlier version of the bill on April 8, but had to vote on it again to match the slightly different version the Senate approved on April 10. Sources indicate that the president’s signature could come in a few weeks.
